If you're looking for an easy way to set up an IRA, check out http://betterment.com/ I use it for a general investment account and a small IRA. If you have access to a 401(k) then those will generally be better than an IRA.

Managed funds mean you are paying someone to pick stocks, and hope they know something everyone else doesn't know. This usually is not the case. Indexed funds are usually the better choice, and what Vanguard does. Indexed funds will invest in everything and they are less expensive in fees.
