I found a plumber in Bangkok (strangely, by way of a mailed flyer for German shower fixtures giving away his installation services as a bonus). I Googled the name of the business and found a website with language options in English, Japanese, and Thai. I don't know about quality, but I figured if this place selling expensive shower equipment is 'recommending' him, then I would pass on the info, as I have seen several posts looking for a plumber. http://www.mrmacrooter.biz/

Yes, they're called Vocational Colleges. You won't find much about them in English as they're generally targeted to rural or poorer Thais. They may not even be available to other nationalities, as construction work is one of the prohibited jobs for foreigners under Thai Law BE2522. They've also made international news on several occasions as inter-school and inter-trade gang fighting (yes, seriously) has resulted in several deaths including a 9 year old being shot. http://www.globalpost.com/dispatch/thailand/100917/trade-schools-culture-education If you mean more of a home DIY/hobbyist class, I'm sure there are plenty but you won't be getting a (recognised) diploma.
