I've had them out a few times as the trees on our property had been somewhat neglected. They're great to work with.

Pretty crazy that the city will not let you remove a 'moderate' risk tree. Given the danger to life and property ... And that it's a tree ... I would say any risk should be sufficient to cut it down.
