If there are any parkways near you try looking for rocks or driftwood there if you want a natural look, just be sure to clean it well before adding it to your tank. You can also research the plants in your area and see if there are any invasive aquatic plants that would do well in your tank that you can harvest from the wild. The cheapest and only decorations I use are rocks and driftwood.

Have you tried petmountain.com? We've had good luck with that website, prices are usually reasonable and we can almost always get free shipping. Petsmart.com is often cheaper online than in stores. Look for sales, they also have free shipping fairly frequently too. Also, check out your LFS (non big box store) and see what they have. Sometimes you can negotiate prices if you're buying several items.

PVC pipes make good caves and are cheap by the different size pieces. You can also spray paint them, kyron is a brand that makes inert paint when dried so wont bother ur water.

Before you go rushing to collect driftwood, you'll need some patience. Most driftwood don't sink unless you dive and get stuff at bottom of the creek. You'll have to get them to sink, or bolt them to heavy slate in order to get them stay at bottom of your tank. My big driftwood took me little more than a month to sink. And I have more pieces in my tub that I'm still waiting for them to sink before using them.

If you boil driftwood for 2.5 hours it kills everything and it will insta sink.
