Couple of things having encountered the same thing. Try lavender oil on their paws and ears, helps calm them down but probably only temporary. Limit the access to outside stimulants. If they can see every critter and car go by they will bark. Baby gate in the kitchen, etc. Bark Collars do work if you can't train the pup.

I can't recommend Murray Kennels enough. Ron teaches you how to teach your dog, how and when to praise or correct. It's all affection based--you don't carry a handful of treats. He teaches you how to communicate with your dog in a way that it understands. He also does rehab training for dogs with serious problems.
