driving is a kinesthetic activity and as such should be taught in a car moving around. for this I highly recommend you to have a gander at http://joral.be/ , they will be able to help you in English. it is not advisable to learn driving from books, may be a few videos to grasp the idea about clutch/changing gear etc. for theory matters in BE I suggest https://www.drivestart.be/ though in French at this time. this book - http://www.drivinglicence-belgium.be/ shall be available at FNAC(City2) at the cost of ~50 Eur. it is btw the only guide in English I was able to find.

it is illegal to take practical lessons without a provisional license, none of the reputable schools will allow a student to do so. the provisional license can be gathered at the town hall, where you will need to show your theory test result, without that - no go. The only possibility is that one is in a possession of a foreign driving license, which is recognized in Belgium. for theory test location please consult http://www.brussels.be/artdet.cfm/4368

while to find a translator for the practical exam is not a big deal, to take the theory test in English is more complicated. give a call to http://www.goca.be/fr/ to learn where the next exam in English will be hosted. they can put you on a waiting list so once you are finished with studies, you might take part.
