This should be fairly easy. I can only speak to what we do here in North Carolina. Those trees will start shots out of the trunk soon after the tree is cut. If I have a trunk that’s bigger that say a couple inches in circumference, I will drill holes straight down into the trunk then fill the holes with glyphosate ( round up). You must do this very quickly as the trunk will start to heal over in minutes. Have everything ready. And keep your kids away while you’re doing this. If it’s less than a couple inches in circumference why down here we just get a good grip low on the trunk and yank em out.

You don't even need a good saw. Pick up the cheapie Harbor Fright demo saw, get the real sawzall blades, go to town.

With such a small tree, I would dig up the stump with a shovel and some loppers to cut the roots.
