Just google Boston boat charters. Very few go down the Charles but there are a million companies that do this in the harbor.
You likely won't find a person to do this, too much liability. But there are tons of businesses that do just this. Granted a boat of that size won't fit up the Charles.

i haven't worked there in a few years, but back when i was working for Boston Harbor Cruises they had a couple boats that were available for private charters. I think the Majesty did lunch/dinner cruises, although it was in the harbor rather than the Charles.

There are free boats on craigslist all the time. Boom. Problem solved.

I don't have a catering recommendation since the company we used has closed since our wedding, but I had my reception at Arlington Town Hall! It was a wonderful experience :) if you have any questions, just let me know! I will say, if you get a caterer that has you provide your own alcohol, we had an awesome experience with Gordon's - they let you return any unopened bottles of alcohol after so costs were hundreds less than expected.

I've worked with Catering to You a couple of times, their food is great and I've found them very reliable. Also, congrats on the wedding; my fiancee and I looked at that venue as well, it's gorgeous, probably would have taken it if it weren't for the construction going on at the time.

I actually just got married and we had a small reception. We went with Blue Ribbon BBQ on Mass Ave Arlington & they were phenomenal! Dave was awesome, very personable & treated it like his own party. We had my husband’s cousin marry us at North Point Park in Cambridge. If you’re not hell-bend on doing the ceremony at city hall, i highly recommend checking the park out. It’s across from the museum of science & sort of a hidden gem. Goodluck & congrats!

Slavin In The Kitchen. Deirdre is fantastic, she really knows what she is doing and the price is right.

Never a wedding but I've done events at Arlington Town Hall. Beautiful spot, GREAT price for Arlingtonians. The end time is a hard shut off, so understand the doors lock behind you at midnight or whatever, it's not start herding drunk discombobulated people out and start coming up at that hour.

No catering suggestion. Just be sure to get your license at least 3 days before you want to actually get married or you'll have to go to the courthouse to wave the waiting period before they can marry you at town hall. Congratulations!
