If the paint is peeling it means the drywall is still wet. You can try drying it by aiming a fan at it for a few days. If it's still flat and smooth you can paint over it once it's done drying. Of course, that'll only work if you can confirm that the source of the water is no longer leaking, etc. Edit - this is overlooking other possible damages, by the way. Maybe have a mitigation company look at it and see if more work needs to be done? Don't want to get any mold growth.

I like Handyman Matters. They are a chain but each location is independently run. The guy who runs it in Frederick is Ed Salmon and he's always been helpful and nice to us over the phone and email. The guys who work for him are all experienced, and have different skill sets.
