Here is the problem. Company's get contracts with lot owners to do PPI (Private Property Impounds) most tow company's will only tow if the owner calls them. However lots of company's place scouts to watch a lot and will come, hook and book. Legally they can do that with a contract. Ethically it's not right to do it that way. It's quick easy money and it's been a Black Plague in the towing community. If you feel you were wrongfully towed, by all means contact the SDSO, CHP, CTTA (Calif Tow Truck Association), BBB and the local Police. File a complaint and if it's a legitimate complaint it will be dealt with and can lead to criminal charges, fines, revocation of contracts and removal from Rotation Tow for the Police/CHP/SDSO.
