Angelo is the guy at Tony Biondi's on Pleasant Avenue in Fairfield.
Here's the proof-He is SURROUNDED by other barbers, 4 shops within 2 blocks. He can't even eat lunch, he is always wall to wall. I was married to a skilled Hair Stylist who did "Professional" hair in West Chester. This dude is better. Angelo charges $11 (plus tip). The ex-bitch charged $80. Price is not always an indicator. He listens, understands, and has the skill to accomplish what you want.
Wait times are excessive-he will NOT rush any customer. Now, I THINK I have figured out his schedule. Closed Wednesdays. The Old Guy crowd is in first thing in the morning. The Nine to Five suits and ties bounce in at lunch time, and again after 4:00 ish. The key is to go at 2:00 or 3:00 in the afternoon. Then, the Old Guys are taking their nap, and the Suits are back at work.
Last haircut, I HAD to get a trim on a Wednesday for business, and I was forced to another one of those competing barbers. "What'll it be?". I thought I said "Somewhat shorter for the summer weather". APPARENTLY, the replacement barber heard "Please make me look like I have been condemned to Death Row". I will never get another haircut on Wednesday, unless I troll into the ex-bitch place just to mess up her head.
Maybe a bit of a ride, and Angelo does not NEED the business, but this dude is GOOD, and competition keeps his prices down (He should raise them, but that's his business).

Mariemont Barber Shop without a doubt. All the barbers there are great. 4 chairs, cool eclectic music and always good conversation. appointment only, which is another plus in my opinion. Edited to add haircut is $18.

It won't be what the OP is asking for in terms of chatting with the others, but if anyone else is looking, Off the Top in Maineville is my barber. It's just one guy, but he does the best fade of any barber I've ever had, and just $13!
So I desperately need a REAL barber with experience with babies to cut my 1 year olds on a regular basis. Do u know anyone or have suggestions?? Thanks in advance...
