Visual form builder or superforms, or an external form like jotform, which you embed. External form builders dont generate wp users, in case you need that.

Gravity Forms has the ability for you to set up conditional logic that will route the notification to a specific email address depending on something the submitter selects in the form. Form entries are also stored on your site which is nice. There is also a nice plugin by the same developer called Gravity Flow that allows you to set up a work flow or approval process for form submissions.

It supports [smart conditional logic](https://www.magezon.com/blue-form-builder-smart-conditional-logic.html) so based on what customers select, the messages will be sent to appropriate email addresses.
