I'm sure you probably don't want to spend money, but Havahart traps are pretty inexpensive if you need to trap her or the kittens yourself. http://www.havahart.com/store/animal-traps Poor cat is probably exhausted from the heat in addition to having a litter on the way. Wish I could help!

Are you using a trap? You can contact Best Friends at ACCT and get certificates for free spay and vaccinations and you can also borrow traps. But then you would need to release back on the block. If the cats are feral or wild, chances of being adopted are slim.
