Any tourist hotel/hostel in Hanoi can book a Halong Bay cruise. Trying to do it yourself is a waste of effort, and the road there is a mess. I stayed in the Old City, and recommend that area as well.

Hanoi central backpackers old quarter. Rooftop bar with free beer every night for an hour and free breakfast. You can book the ha long bay trip from the hanoi hostel. They have dozens of people going there every day.

What ever you decide to do read the reviews of any hostel. If you want to party then the reviews will reflect the party atmosphere of the hostel. If you are looking for something quiet the reviews will again reflect what to expect. I stayed at funky jungle hostel. Well people were super nice I didn't enjoy being woken up to techno at 9 am.

Downtown Backpackers is great with a nice bar area which is great for meeting people. They also have a travel agency in house. Plus the location in the Old town is excellent

Nexy hostel was super clean, friendly staff, perfectly located. I couldn't recommend this place more. I booked a private room for quite cheap and got to enjoy what felt like a small boutique hotel room. They were also very responsive before arrival regarding visa questions and side trips. If you have time, go for a motorbike tour up north a bit. I'll find and send you the info for the company is recommend as the people running it are friendly, safe, young with loads of energy and professional.

It depends, what kind of hostel are you looking for? Hanoi Backpackers is probably one of the most famous - http://www.vietnambackpackerhostels.com/ The downtown one is a real party hostel, is great for meeting people, but is very much your stereotypical 'lets all get drunk at the hostel bar' type place. I think their sister one in the old town is a lot more chilled.

Check hostelworld - from memory there were a whole heap of hostels listed for Hanoi. Go for the ones with the best ratings (generally 80%+) and the most reviews (indication that it will be social/not empty) within your price range. A lot of hostels in Hanoi include free breakfast which is pretty sweet. I stayed at Hanoi Rocks which was super clean and modern (probably the best facilities I've seen in a hostel) BUT I think I got the luck of the draw because while I had no problems sleeping a lot of people I met who were staying in different rooms said it was hard to sleep because of the noise coming from the nightclub above. Room comes with a decent free breakfast and there's free beer on tap everyday from 6-7 and 8-9 but you don't strictly have to be staying there to claim it. A lot of the people I ended hanging around with in Hanoi stayed at Hanoi Backpackers (there's two - original and downtown, people's opinions on the two vary about which is better) which from what I gather was much more social than mine but their rooms looked no where as nice as mine did at the same-ish price (like ~$8-11AUD)
