I went to Mr. Tire in monroeville (by kings) and they were great! I was Nervous but really needed and inspection fast! They didn't take me over the coals! Took my jeep there two days later. Reasonable and not expensive!

Rutledge Auto in Trafford. I took my car there last week and as it turns out, nothing is really wrong with it (except that it's 11 years old!) that needed immediate attention. So, he checked it over, filled fluids since I was going on vacation, gave it back and didn't charge me a dime. They are fantastic!

Any time that I've bought wipers at the auto parts stores they've offered to put them on. They also test batteries and stuff. They may look at it for free if you go in and say you're not sure what's wrong/what you need to buy? Like Advanced Auto Parts or places like that.
