Another thought...have you tried any mentor programs? UWEC provides mentors for students in elementary through high school as part of their service learning center. I have also heard good things about the Trinity Equestrian Center: http://www.trinity-ec.com/youth_mentoring.phtml. You could also check out United Way: https://www.uwgcv.org/our-program-partners. A mentor might be a good middle ground...children tend to perceive them as more of a friend and see them as less of a threat than others.
