I'd hit up Montreal and go to Imago tattoo studio. Hugues and all the dudes there are amazing. It's worth the travel. Brad Rogers in Kingston did my coverup of Lola and it looks amazing.

If you are looking to stick to Kingston, I'd suggest checking out Jen Bursey at Iron legends. She has done sone gorgeous animals. (Don't be alarmed at her cartoony drawings lol, she does wonderful realism as well)

I'm still sticking with Cynthia Deveau as well. You should always just go talk to the artists first. I have nothing bad to say about Kathy at Express U, she's amazing, but she hasn't really progressed or evolved in her style. I know I'm gonna take some flack for that, but an artist should never cease to expand their arsenal.

HFX Tattoo, they do piercings. Over personally never gone to see then, but have heard from close friends that they do great work.
