No private salon in NYC does this year round. If they do this it is for a time limited promotional event. Any salon will cut your hair for a fee and give it to you. Then it is up to you to find an organization to accept the hair.
Lower your expectations of a simple, easy and full filling process.
You need to know that :
1) not all hair offered is eligible for acceptance
2) you likely have to pay for the haircut
3) the recipient is possibly charged (due to the cost of handling and making the wig (it is done by hand by a paid person)) on a sliding scale
4) the COVID19 pandemic may have affected these programs over social distancing or financial considerations.

I went to Mark Garrison about 2 years ago. it’s a great experience, but some charities no longer need donations because there’s such a surplus and demand is lower with the advancements of synthetic hair. it’s worth calling around to ask!
