Please first contact the City's Arborist, Jim Bower. He will help you navigate through the system with both PPL and a contractor - but yes, the tree is your responsibility but any work in it requires a permit from Mr. Bower. You can email him at jbower@cityoflancasterpa.com

Any reputable tree trimmer must carry $500,000 in liability insurance to work in the city. Also, they usually can acquire the needed permits so you won't have to bother Mr. Bower. He's very busy much of the time.

I've always been happy with Conrad's Landscaping. His work is good and the price is reasonable. I don't know if he is licensed for the city. Century Spouting does all my Spouting work.
