Finding a small business owner who has an electrical and a plumbing license is probably going to be tough. Mostly likely, they will have to subcontract either one or both of those jobs out, as it's against the law in Delaware to perform electrical or plumbing without a "State of Delaware professionally regulated license". Handyman are not plumbers or electricians. You can look up the person you choose to see if they have a professional license at the link below. Plug in their last name and state.
