Check out the Fort Collins xeriscape page, you might find information and resources to help you do it all yourself. There's also a design booklet that has examples from various designers you could contact: http://www.fcgov.com/utilities/residential/conserve/water-efficiency/xeriscape I'll recommend Loretta Mannix, thehortconsult.com She'll draw up a nice, detailed plan and you can do all the work. Her fee wasn't all that much for just the plan and I had a review session with her to go over a draft to make any changes before the final version. Her plan was thoughtful and included varieties to compliment all seasons.

Rare find nursery in New Jersey lists the variety. Be careful that crape myrtles are protected in the winter. They may die back to the ground with minus 0F temperatures.They are root hardy to as low as -20 with ample covering of snow. I have had Raspberry Sundae for several years but wintered over in greenhouse. Link to Rarefind is http://bit.ly/pYaWRq. Rarefind is a very reputable nursery with many unusual plants, especially yellow flowering magnolias.
