I had my Victorian sash windows sorted by Sash Window Preservation Ltd. Slim double glazed units were retro fitted to the original frames and frames were draught proofed - though it doesn’t cut out the droughts totally it reduced them massively. It also reduced noise from outside. The result will never be as well insulated as UPVC modern stuff but if you value having original windows it’s certainly good enough.
