Update: Tsukamoto Driving School (http://www.tsukamoto-ds.com/) and Hankyu Driving School (https://www.hankyu-ds.co.jp) do short practice lessons but only when they're not busy. Those slots will reopen in April!:)

Go to Hanna Driving School in Higashi-Osaka. Take the JR Gakkentoshi line to Suminodo or Nozaki station and there is a free shuttle bus to the school. They are open every day. There is one instructor who speaks English, and more importantly is licensed to give lessons in English. The written test can be taken in English. They also supply the "Highway Code" rule book and a learner drivers handbook in English.

Hanna Driving School, near JR Suminodo station in eastern Osaka area. Free shuttle bus from station. All English lesson and test available. The driving school on Port Island in Kobe also does lessons in English.
