I've only used a rental agent once in my life, and that was when I moved to a new city I didn't know and needed a place asap. There are tons of sources zillow, craigslist, the google, that can help you. I personally like zillow, whatever the local "good" real estate page is (for example streeteasy.com in nyc, westsiderentals.com in LA) and, depending on what you are looking for, simply googling something like "luxury apartments in Some Town, Some State"

Depends on the area. Seattle is almost unheard-of to use a realtor for rentals, but Phoenix and Hawaii seemed to be common practice. If something doesn't have photos, I'd ignore it, unless there was text with good grammar that also said why there were no photos. And if it seems to be too good to be true, it probably is. Try out the HotPads app for additional rentals. I had good luck with that.

I can speak for Arizona.
Realtors don't make any salary or wage and are paid commission only. The average rental commission where I am is $50-$100. I typically spend half that much in gas going to look at different places and that doesn't include the time spent.
I always will look in the MLS and send a list to people who ask for available rentals but typically only take my clients friends and family out to see them. By clients I mean people who are selling a house with me and want to rent after or maybe a client buying new construction that needs a place to live until it's finished.
Most rentals are run by large property management companies who might have 25-50+ rentals available. Call the realtors in your area and ask if there's a management company they work with, recommend, or they know has a lot of properties for sale. That's usually the best place to start.
