i believe the laws have changed and you can now go to any trade licensing office - but i still think it is best to find the one who has jurisdiction in the place you live - i think this should provide a full list (click on the praha link if you ar in prague - or sleect the relevant region) http://www.statnisprava.cz/rstsp/ciselniky.nsf/i/d0056

I definitely recommend you to contact John Mohr from CFO2GO if you live in the Czech Republic and have IRS filing issues. He is a Czech accountant living here for ages, speaks fluent Czech and is, I think, the only IRS Enroled Agent in Czech Republic.

I can't recommend one in Prague, but I can recommend one who deals specifically with CZ & US tax issues. He lives in the US but I communicate with him via Skype. And he knows his stuff.
