Go to a bike shop and get fitted, figure out what size you need and what you like, then go to Craigslist. There is an endless supply of cheap bikes for sale there.
But before someone accuses me of being a dick for telling you to get free advice from a bike shop and then buy elsewhere -- if you know nothing about bikes you will be way, way happier buying from a bike shop like Carytown bikes. They know their stock well and can set you up well. Not to mention they'll give you free advice & tune-ups, and can even connect you with other riders in the area.
When you buy a cheap POS off of craiglist, expect there to be setup problems, or something's not maintained. The cheap craiglist option is really better for people who know how to maintain a bike and who can spot what's wrong before they buy and/or fix it. Sometimes the SELLER on Craigslist knows nothing about bikes, they're selling their kids bike and it's a "take it or leave it" situation.
A backup option might be Rag and Bones bicycles, which is more of a coop/collective.
Really it always boils down to time or money. If you don't spend your money, you WILL spend your time.

Performance Bicycles off broad st is a good intro to cycling shop. They have a more affordable selection of bikes than Carytown and other local non-chain shops Personally, I shop at Coqui but I dunno if the have anything under $500.

Are you looking for a kids bike or an adult bike? I don't think Carytown Bikes sells adult bikes at that price range. If price is a concern, I would suggest looking at another LBS that are going to carry cheaper bikes. (Balance, Outpost, etc) If you're looking to get an adult bike for less than $500, I'd really recommend monitoring craigslist. As far as learning things, I really recommend checking out the youtube channel [GCN](https://www.youtube.com/user/globalcyclingnetwork/featured). They have lots of content about bikes and cycling that I found very helpful when I started out.

How old is your kid? Craigslist list is good as well as some Facebook pages. Where do you want to ride? Are you looking for something just for cap trail? Do you want a bike you can take on gravel as well as road?

There is a guy in Mechanicsville that refurbishes road bikes and they are really reasonable. He is very nice and helpful. He usually lists on Craigslist. Last time I was there he had 6 or 7 different types and sizes.

Definitely Craigslist. It may take a little while to find exactly what you're looking for, especially if you're really tall or really short, but you can find a gem on there if you're patient.
