I have IHEP and i got mind prescription glasses at Kaiser Permanente in Fontana. They're called Vision Essentials and i got two pairs for free. My insurance paid for them both.

Costcos is pretty good if you have a membership, Inland Empire Optometry is the absolute worst, I had to wait 2-3 weeks for my glasses, which didn't come, then when I called they lost my file, the next time I called they said one of the nurses was on break and to call again, the final time they said they ordered the frame but forgot to order the lenses, took em 2 months to get my cheap ol prison factory made glasses in.

Dr. Kascius in San Bernardino is pretty good. There's usually a long wait but when I went before I paid $180 for an exam for glasses & contacts, I got a pair of glasses (they have a section that the glasses are covered in the price) and a box or contacts.
