National.com.mx can be prepaid so no surprises... hertzmexico.com is good if you have a coupon no surprise fees.. i always go with hertz.. make sure you make your reservation in their mexican website (i just used coupon code "TODO50" for 50% off rental fees with hertz)

A long time ago I rented a car at the airport in TJ and dropped it off in Cabo. That took a special request since it was one way. They'll provide what insurance is required by law, you can add on more if you want to cover the car, same as anywhere. More recently I rented a car in Loreto to go to San Juanico. I don't know if the rental company matters, they all seems the same to me.
Drive slow, some roads are a lot different from the US. The 1, 5, and 3 are pretty normal, but some other roads have livestock on the road around blind curves, big potholes, or roads that are on the map but are actually a part of the Baja 500 route.

Whatever company you pick film the initial inspection on your phone. Then email the video to your self or post it on YouTube but make it private. If they they that you did something you didnt do let them hang them selves and then show them the video. After you take their names

Literally just did this 2 weeks ago. Rented a suburban for 9 days to drive down to mulege with 7 people and bunch of stuff. Paid ~22000 pesos at Solana Rent-A-Car near Costco in zona Rio (found by searching for rental car places in Google maps). 95% insurance was included in the cost - cost is cheaper if you opt for 80% or 90% insurance instead. Was a pleasant experience and they tell you when you go get the car you can bring it back without cleaning it. 10/10 would rent from them again.

You don't need data and you can use your phone's built-in gps to navigate 0) book online for pickup and drop-off at Tijuana Airport 1) cross the border 2) Uber to TJ Airport (requires some international data plan. If you can't, then take taxi) 3) Walk to rental company I usually decline all paid coverages since my credit card will cover me for international rentals. But, that's up to you.

When I was renting to drive here during my many trips from Florida, I used several, Enterprise, National, Hertz. In all, Thrifty had the best rates. Rental agencies require you buy their Mexican insurance and Thrifty had the lowest price combination of rental+insurance at that time.
