How does one go about finding a reputable tattoo artist in LA? Do you have to wait for ever to get someone who really knows what they're doing? I don't know anything...

600$ is a more than ample budget for the size you're going for with a talented artist. i go to Taka Tamada at www.bodyelectrictattoo.com on melrose. the guy is a jack of all tats and has great range and execution. i get stopped on the daily for my tats by him, and have sent plenty of people his way that were stoked with their pieces. if color didnt matter www.jamesspencerbriggs.com/tattoos.html is a black and grey god. he's pricey though.

studios that people I trust online like in Southern California include Aces High in Fullerton, Body Electric in LA, Unbreakable Tattoo in Studio City, Full Circle in San Diego, and Tomas Garcia (excellent for bold color) at Sid's in Santa Ana. Don't cheap out. Save up and buy art.
