PETA has some good lists, like the top 10 vegan cosmetics available at Target. I second Lush and Sephora here and add Origin's to that. Also can be pricey but good ingredients and available in Bellevue at a stand alone store and in most Macy's.

There's a Gabriel Cosmetics store at Redmond Town Center. (Teapot Vegetarian House is also in Redmond. There's egg in a couple dishes but otherwise all vegan. The Mandarin Crispy Tofu is AMAZING). Anyway - could make for a nice daytrip. There's a Lush store in the Tacoma Mall and Westlake Center. Marlene's has quite a few cosmetics. I'm not sure about the Tacoma store but there often seems to be someone in the Federal Way store to answer questions. Fred Meyer has Pacifica (LOVE their mascara!) in the health section and and Physician's Formula (nice blush) in the cosmetics section. Whole Foods also carries a decent selection of cosmetics.
