Bartells and Walgreens offer frames for 5 x7. The Ross Dress for Less downtown recently added frames to their inventory. The one ob Rainier might be worth looking at. Custom framing is handled in a small shop above the Columbia City Art Gallery.

I agree about finding cool frames at Goodwill, I recently had a small original piece framed in a 1920 s frame I bought at Goodwill, the work was done at Northwest Art and Frame. They're in W Seattle (4733 California) which is my favorite neighborhood to get to from here. Lucky Rabbet on the second floor of the Columbia City Gallery has done great work for us. We had a colored line drawing and a beadwork work, and Hilary was very thoughtful in helping me choose complementary frames.

If you are on a limited budget, custom framing involves sticker shock. It's worth it for certain pieces but may not be reasonable for you depending on how much you're doing. I've bought many cheap frames from Aaron Brothers (downtown and Southcenter locations). Mixed experiences regarding quality, but their sales are unbeatable (buy one, get one for 1 cent-a couple times per year). Lately, I bought two frames from Aaron Brothers and one from Michaels-the one from Michaels actually worked best for the print AND was much cheaper (and better quality!)

If you are looking do have it done local there is a great print shop here on Whidbey that I use, Fine Balance Imaging Studios. Bay Photo is fabulous. I use them too. Nations Photo Lab is a less expensive option. Still decent quality. I printed with them when I was first starting out.

Museum Quality Framing is an excellent choice for framing. I am going to a bit of a downer though:) Be aware that you are unlikely to make your money back on this. Prints + framing are expensive no matter where you go, and it's rare that a show in an inn/coffee shop/etc. will earn back what you spent in material costs.
Who knows where the best deal on picture framing is?
