you just need time.. patience.. and some luck.. :-) I rented one in Mladost 2 from Valentin Kumanov (valentbest4 ever@gmail.com) and I'm happy with it... but there are so many agents... and I never had bad experiences or had the idea I had to pay more as a foreigner.. nice and modern apartments are just relatively rare and because of that more expensive... my experience is that you have to go and visit at least 5-10 places to find 1 decent one.. :-)

I stayed my first 2 weeks at this guy: https://www.airbnb.com/rooms/2218471 Really nice guy and his roommate also rocks! They showed me the city and mountains and after a year still in contact with them. It's not the most fancy place you'll find but it's the cheapest and a few minutes from citycenter.
