Careful who you choose for this work. Make sure they are licensed and bonded, with insurance. If the porch has any connection to the roof, i.e. posts that support an overhang, etc. any work they do to level the porch can result in lifting the roof and creating unseen gaps that can leak. This may be why some are not wishing to take it on. They do not wish to be responsible for the likely outcome of other inevitable damage happing while they fix the porch. Essentially, it's a bigger job then you think.

I hired a handyman once who said he could do minor plumbing work. When he go there he said he couldn't do it and then referred me to a really expensive plumber. Seemed like a set-up in order to get the plumber some work.
