Depends on what type of art. Traditional or script I'd goto Robb Kelly or Chazz Hysell. Something realistic I would see Brent Green(though he's very capable with traditional and script art) and for some outta your mind custom artwork I can only recommend two people. Robb Kelly is one of the best lettering amd script tattooers I've ever seen. Kelly Heuring Lewis, Kasi Schaumberg and my wife all have some beautiful art from FAT.

Angelo Nales at Redletter 1 might be able to help you out. He is very talented. If you have never been to redletter, they are all ARTISTS first and foremost. You won't find any flash on the wall, just artists that pride themselves on doing all custom work. For a cover up, that distinction might be critical!!
