Tooting my own horn for a sec: I translated Whack-A-Mole into a boardgame ( http://www.invisible-city.com/play/404/ ) I know it's not a video game, but it has very similar play style/feel and (since Whack-A-Mole is so simple), it's a good example of taking a core real-time mechanic and implementing it in a board game.

Generally the part about Citroen cars that is difficult for mechanics not familiar with the brand are the gas-filled suspension spheres ("bomba" in Hebrew) that are in place of shock absorbers on other brands of cars. The Hadera mechanic is called מוסך השלושה, 04-633-2650. Though I'm sure there is someone in Jerusalem who knows Citroen well. Have you tried the dealership?
