Where in Van? I know I sure as hell wouldn't take a 30 min transit ride to get to a barber. I'm downtown and have 2 suggestions: * Barber shop just off Davie & Burrard, very old school and a good mix of older and younger barbers. $20, which is cheap for downtown. Don't think they do coffee. * Waverly Barber Shop at Nelson & Howe - a very short asian lady with fried pink hair runs it, and she charges $20. It's quite the experience, her accent is thick and she's hard to chat with but always in such a good mood. She does a really decent job - read her Yelp reviews to get a better idea, haha.

Pretty fast, and I'm not easily impressed. I'm sorry to say I don't think you'll get a solid haircut around here for $13, COL is too high and skilled barbers need to eat.

Frank's on Granville and 13 th is fantastic. $20 for a cut, cash only. Been going there for 7 years

The Barbershop on Broadway and Oak has always done well by me. $21 for a cut but they do it well.

Sorrento Barbers at Hastings at Nanaimo is pretty good. $21 for a cut. The older guys do the best job in my experience.
