I always recommend Rain City Tattoo. I don't know what you have in mind exactly, but the artists are very versatile and will give you honest advice regarding your scars and how the tattoo will look, and if it's doable or not. They are quality oriented so you can trust them. Also their waiting list is shorter than most of the shops !

There are some good artists on the island too! Start leafing through portfolios until you find a style you like, and an artist whose work you consistently appreciate.

I recommend just finding an artist with a style that speaks to you rather than one that 'specializes' in scars. I don't think that really exists in the industry. FYI, scars won't hold ink as well as the rest of the skin so you may want to consider designs that work with the lines.

If you are looking for a black and white piece, Richard Vega is a great tattoo artist that can cover scars. (https://www.instagram.com/richardvegatattoos/?hl=en). He use to work at Adrenaline and The Fall in Vancouver, but it looks like he just does private consultations now. I have two tattoos from him, a portrait of a wolf and the tattoo I got to cover my scars. I have an excessive amount of somewhat recent (1 1/2 year old or so) self-harm scars on my forearm, which ended up mutilating a previous tattoo of mine. He was able to restore what he could of the previous one and added more to cover the rest. HURT LIKE A BITCH... and that's coming from someone who has multiple tattoos and piercings.
Can anyone recommend the best tattoo shop that can do ink over scars? I don't currently have a tattoo but I really want one on my wrist. The thing is there are old self...

Honestly, the only surefire way to find out is to call a shop (I'm partial to Empire -- Emily is great there), and ask, then book a consultation. I don't have any to cover scars, so I don't really know about the process behind it, but just call around, and I'm sure you'll be able to find someone -- there's tons of super talented artists in Victoria.

I used wrecking balm for my arm. And http://www.mederma.com/ mederma cleared dozens of names id carved into my body with a razor blade... lets just say when I was younger I was pretty emo.
