It depends on what board you are under. A board can only "license" what they are. Since Va has massage therapist under the board of Nursing, all they can do is certify that you meet specific requirements to practice, therefore, you are a CMT when practicing in Va. Maryland had this same thing since 2001, and in 2008, we got 3 massage therapists placed on the board, and the board name changed from Board of Chiropractic Examiners to Board of Chiropractic and Massage Therapy Examiners, and we went from being Certified to being Licensed.
