Texas Coalition for Animal Protection. They will do male for $35. If you have a Fort Worth address they do it and all the vaccines and microchip for free. It's through a grant they have.

Texasforthem.org. Low cost clinic. Sometimes they have specials where it's free. I've had 2 dogs neutered there.
