How many are there? Bank Swallows are colonial nesters, so usually if you find one nest burrow there will be dozens or hundred close together. NRWS nest much more losely, so you'll often see just one or a handful of burrows at a given spot.

Yes, those are Cliff Swallows which would be the ones going to the mud nests under the bridges. A dozen nest holes in close proximity is definitely suggestive of Bank Swallow.
