I would look into replacement windows, You can keep the look but upgrade to thermal panes and fill those drafty sash weight pockets with some insulation. Window restoration is hella steep unless you DIY. [Here's Tom Silva doing one.](https://www.youtube.com/watch?v=s8Rlfs7 gZOo)

Find an older carpenter. This is not a ridiculous task. I have removed the back (upper) window weight, caulked and insulated the outermost side of the weight chambers. I used rotten sill parts to cut new ones. Modern windows are in fact not better than old, maintained windows, if you have storm windows too.
