I went through this same scenario but was told for 2 years that I couldn't cut it down. We had broken water pipes from the roots 5 times. Try to walk down Ferry St. from 11 th to 10 th - Ugh!! The city owns the trees so you can't cut them down without permission which they rarely give. When they finally agreed they helped me with the process but not with fixing the sidewalk. You're right it's all at your expense. Call the city forester, Tess Mondello@(610) 250-6680 and she might be able to help you get their tree guy to cut it down. The cost for that was $550 not including fixing the sidewalk. She's really is a nice lady just loves her trees and might be able to help.
