Just found this, in case it helps anyone else. It's a database of drought resistant plants. You can review/search by common name or scientific name, then add them to "your list." Your list can be printed later to help you shop. Pretty neat. http://www.fresnogardening.org/ But I also found sod prices at about 55 cents a sq ft delivered...which may ultimately be cheaper anyway.

No clue about local contractors, but cactus gardens are super drought resistant. Local plant life is also suited for our dry climate.

Hello I was in a similar situation as you. I just went to Lowes and checked out their plants and flowers. They usually have a sticker that lets you know if they are drought resistant.
