Home inspector here. The trouble with upgrading your electrical service isn't just that the wires get bigger. You'll need a whole new panel, new breakers, and everything must pass CURRENT code, not just the code when the house was built. This means pretty much every circuit must be GFCI and/or AFCI protected. We had to do this to our present Frederick home, and a LOT of time was spent tracking down wiring irregularities that kept tripping the new AFCIs.
Also, if the house has a lot of ungrounded wiring, there will be additional cost in getting that set up so it's safe.
Doing electrical work poorly will not only present a fire and shock risk, but will also become a resale issue down the road. So don't just go with the cheapest quote; make sure any estimate includes EVERYTHING. And make sure they pull the proper permits and get the necessary inspections.

There's no reason you can't get free quotes from every major Electrical Company in the area, stay local in Frederick County the rates will likely be lower in general then a company in Montgomery County. That being said I use Kolb and I always ask for Peter
