Yes, They are both under BMPC (Bechtel Marine Propulsion Corporation), still two physically separate labs.

I think an EO would cross best to an Instrument & Controls Electrician(ICE tech). I was an MM, but at the coal plant I'm at now I do all the breaker racking and such. Pure electrical work is ICE techs.

There are several possible locations in the area. The Beaver Valley Nuclear Plant is about 30 minutes outside of Pittsburgh. Also, Bettis Atomic Power Laboratory is about 15 minutes south of the city. BPMI, which supplies major components to the Nuclear Navy is located in Monreoville, PA, about 20 minutes from Pittsburgh.

I grew up just outside of Pittsburgh and moved back after I got out of the Navy. There are a couple of other possibilities in the area as well. Westinghouse Nuclear Division headquarters is in Cranberry, they have been hiring a number of people to work on the new AP1000 plants, about 30 minutes north of town. Curtis-Wright is located in Cheswick, PA and they do Pumps, Valves and other items for the Nuclear Navy and other Nuclear Groups.
