After just a few phone calls, I've learned that the strip of property is owned by Alameda County Flood Control. I was given the number for AC Public Works, and a work order has now been written for them to clean up the area, and hopefully, to keep it cleaned up in future. Keeping my fingers crossed that this works! If not, I now have the number to contact, and will keep calling until it is done!
Any suggestions of a fancy restaurant in the area that I can take my son to. He leaves Monday for college to another state.
