I've since found another company called swimrite http://www.swimrite.com/ who do the hats for EDOWSC Seahorse swim.................

I like the Debenhams house brand Gorgeous line for budget bras. Some of their unpadded styles in particular remind me of Cleo by Panache dupes, but at a fraction of the price. Some of their styles don't seem to size consistently, so shopping in person or being able to return the order is preferable. Don't want to get stuck with something you can't use. Their single bras start at like 11 pounds on sale and they also sell two-packs for about 20 pounds.
As for sports bras, I think the "concealable" part might be an issue. Do you maybe have a link to what the leotard looks like? Is it a backless/strapless/tank top/racerback design? Low armpit holes? I think the most common recommendations here might show a lot.
