It's highly unlikely you with get Planning Consent for Change of use to a12 Bed HMO in Manchester due to article 4 and it being 'sui generis' after 6 bedrooms. Thanks Simon Allen for the tag!

Hyok Jin Lee there are many areas in Greater Manchester that are not subject to Art 4 and are supportive of HMO accommmodation. Geographically Manchester City Council only covers a small percentage of that area.

HMO Licensing is separate to planning. If you need a licence and satisfy the requirements then the council will grant it - however always check planning (article 4 in particular)
