You are looking for a blazer or sport coat.
Good news; unlike a suit (which should be at least tailored to you), these are fine to wear truly off the rack (so long as they aren't really ill fitting)

Using very dark blue rinse jeans and sensible buttton down shirts + brown loafers / dress boots (Allen Edmonds had great ones) is a nice business casual look one notch under a suit, and one above straight shirt and khaki-ing it.

Express is a good option for less formal blazers in the $100-200 range. As a tip, I never buy anything there that’s not on sale or I have a coupon to use for it.

H&M has reasonable deals on sport coats/blazers. Not great quality but it's cheap and stylish.

Also take a look at J Crew \- can be slightly pricier, but the quality is usually pretty good. I have a few blazers from there that have been going well for 3\+ years.

Go hit the thrift shop on Georgia ave, buy large, and get it tailored to fit you. Probably spend less than 100$ getting 2-3 blazers fitted for ya.
