Lifters: Dingey, Bart Dingey 609 218-3563. 4 th generation of lifters. He did a great job, walls look good, two floor tiles cracked which I did expect this because they had to build a frame wall from the tile floor to the ceiling to support my large house but it's okay ,I have extra tiles. Easy fix. But my granite in my kitchen is in good shape, no cracks, nothing !!!

A & M Harrison Construction Co in Jackson . They did my rebuild (flood insurance money) and when we received the RREM money for the elevation, was the GC for the elevation. He has his own subs for engineer, surveyor, plumbing, electric, mason, researched the lifter Wolfe and took the day to day pressure off our hands. It was not an easy process with all permits required, requests for funding, but Al Harrison was great to work with. I have know him professionally for 20+ years and would recommend his company with great confidence.

HEre are a few suggestions. Do not pay your contractor a large deposit. Pay as you go. Small deposit to start. AFter their work has passed the city inspection, then pay for htat work only. This design services fund assists applicants with anticipated costs required for design and engineering services, such as elevation surveys, geotechnical reports, foundation designs, architectural plans, etc. Funds for design services are paid out to homeowners based on the lesser of bills and invoices or program-determined allowances.

The submittal, review, and processing of your payment request is a required step and critical to rebuilding your home. The purpose of this tip sheet is to outline State and Federal WHO: requirements for requesting and receiving RREM funds. The Homeowner submits the Payment Requests directly to the Program following completion of repairs and/or incurred costs per executed contract terms. The contractor is not directly involved in this process. WHAT: Refer to the Homeowner’s Request for Payment form before submitting your draw request(s). There are required supporting documents that must be submitted before funds may be disbursed. These are listed on your Homeowner’s Request for Payment form. WHEN: You have 12 months after the date of your grant signing to request 100% of your grant amount, complete the construction, elevate (if required for your property), AND to reoccupy your home. A small portion of your grant funds will be withheld (a retainage draw) from payment until you complete and satisfy the requirements of your RREM Final Inspection. You may request a Construction Advance Payment at any time after you have signed a contract for your remaining construction using the Construction Advance Payment form. A copy of the signed construction contract must be provided along with the request. You may request up to two (2) additional construction payment requests using the Homeowner’s Request for Payment form (this does not include the “Advance Funds” you may have received already). You must provide supporting documentation along with each payment request as indicated in the form. o Note: if you do not request any construction payments, you will still need to provide the documentation stated in the Homeowner’s Request for Payment form at time of Final Inspection. Once the RREM Final Inspection is satisfied (property is fully compliant with program requirements), the RREM Program will release any funds withheld via a retainage draw request to the Homeowner and initiate the final file close out process, including the release of the restrictive covenant. WHERE: RREM TIP SHEET Contact your designated RREM Project Manager to initiate the draw request process and determine the best method of delivery for all your document submittals. You should have the option to mail, fax and/or email the required documents and forms. Your RREM Project Manager or Funds Management team will answer questions you may have about the process. TIPS BEFORE YOU SUBMIT YOUR DRAW REQUEST/INVOICE: Invoices should include the items found on your Estimated Cost of Repair (ECR). Your ECR should be used

It's clear that John A. Ongrady Jr. is frustrated. Not knowing his full circumstance I will pay him the respect of not opining on it as I cannot offer any assistance, which was the reason for my post. In my case we have an executed contract that gives a final and complete price for the project which includes Design and Engineering. While this IS a separate draw from RREM is is not listed as a separate payment in our executed contract. We are applying those funds to our final contracted price. Our contractor is now saying that it is separate from the contracted price which adds an additional $11K to our contracted price.

I only got results because I hired an Attorney who has lots of experience with Construction Law!

I'm going to suggest paying a small percentage and using Escrow.com. I've used them for five figure deals in the past. They hold the money. No arguing. Work gets done, the money is released, contractor knows it's coming within 48 hours of completion.

The insurance company is not the "horse's mouth" in this, FEMA is. According to FEMA, if you disagree with the amount you received as a result of the original adjuster's Proof of Loss, you must submit a signed, sworn-to, properly supported Proof of Loss for the additional amounts being claimed BY TODAY. I am on the phone with the Flood Insurance company right now and they told me and are faxing me two thing that may help others here too. Fidelity told me that their adjusters, as representatives of the insurance companies & the NFIP were able to complete the POL forms themselves and FEMA waived the insured signature requirement because of the sheer number of insureds that were affected by Sandy. They said this information is public knowledge and it is listed on the FEMA website. The insurance company is going to find it on the debit and fax it to me. I will scan it and post it here. They are also sending me that the deadline for the POL is tomorrow 4/29/14 and not today. I will scan them both and post them here in a little bit. i hope this post can help any of you.
